I HAVE FILE INCOME TAX RETURN A.Y 2012-13 IN BEFORE DUE DATE IN MY RETURN REFUND AMOUNT IS 10000 AND THIS RETURN IS MY SALARY RETURN . I NOT GET THIS REFUND
CAN I WRITE THE LEETER TO "CPC"
OR ANY OTHER WAY TO GET REFUND

When did you file the return? It normally takes 3 months onwards.
Writing to CPC would not help in your case and there is no other method for refund.
Do not worry Income tax department will pay you 6% interest for the refund amount.
