booking of bill for tds

29 March 2016 Dear Experts,
I have receipt the labour bill on 11/3/2016, howevr the bill date is 27/2/2016, plz let me know for TDS purpose when should i book this bill weather on 27/2/2016 or on 11/3/2016,

30 March 2016 Bill should be booked on the date of bill 27/02/2016 for TDS Purpose

30 March 2016 But some tax experts has advised that the bill should be booked on 11/3/2016 for TDS deduction, bill date is irrelevant as it is date of accounting......
