Assessee include, every person in respect of whom proceedings under the wealth tax act have been taken for determination of wealth tax. - what is mean by proceedings here?

"Proceedings" here means if the assessee has not voluntarily submitted the Return, IT dept. may on his own initiate procedure to calculate Wealth and may require to pay Wealth Tax,if any.
