Sir, I Have Taken transfer within One Year and I had Also send Form 109 to Institute , But I had not send identity card of previous Principal ?Can I send this Identity Card With New Re- registration of Article form?

You can send the old I-card so as to cancel it & attach a copy of Form 109 for reference with new re-registration.
