TDS on Expenses

One of our company has purchased machineries from foreign. The service personnels cam from foreign for servicing the Machineries. The Traveling expenses incurred in india is to be reimbursed. The amount should be paid out of India not within India.
Whether TDS should be made on such payments?

If expenses are reimbursed then not liable for TDS as there is no income in the hands of the receipient to be taxed in India.
