An assessee has turnover of rs 55 lakh for previous year 2009-2010.Assesse is a proprietory concern.Whether he is liable to deduct TDS FOR previous year 2009-2010.Also whether he is liable to deduct TDS for py 2010-2011 as sales are likely to be less than auditable limit of 60 lakhs

Yes and yes as you have to check whether precious year the individual was liable for tax audit or not. Tax audit not in current year does not change anything.
