Hi,
I am a trader. Some quantity of our material is not usable, So I should sold it as scrap.
My quarry is that Should I responsible for collection of TCS if the buyer is a trader ?

TCS provisions are applicable only to the manufacturer seller. In your case, you are a trader, hence TCS is not applicable.
