section 9(4) will be ineffective under RCM. from which date.

Till date only FM has announced the same. Notification is still awaited. Only after notification it will be clear from which date it is exempt and on what terms and conditions.

it means still section applicable and paid rcm under section 9( 4) till date announced.

We should wait for the notification. It may exempt the same from 6th October, From 1st October or any other date. But if we go strictly then we may conclude that it is exempt at least from the date of announcement.
