Is it compulsory minimum salary of Rs3500 in the case of public ltd. company for every employee.

Yes, every company should follow the minimum wages act as given by central governement and any notifications given by state govt. Plese see the minimum wages act applicable to your state then arrive at the amount, the amount depends on designation of the employee.
