Please let me know the sale of MEIS Licence is liable to reverse GST during the year 2018-19. The same is exempt sales. Please give any circular/notification in this regard favoring the Assessee.

Even in 2018-19 it was exempt sale. However if you have collected gst from buyer and paid gst to government then no need for reversal. Refund is also not available due to doctrine of unjust enrichment
