Its not possible to pursue 2 professional courses simultaneously because of training requirements.ICAI (CA institute ) has become even stricter these days for 2 courses.So reconsider a choice between CA and CWA. There is as such no restriction on leaving any course once you start it

Yes you can cwa in this case.Make sure you submit a proof of leaving b.com to ICAI at the time of seeking permission from ICAI for ICWA.
