One of my client is contractor. He makes roads for local authority(for Panchayat )
whether he can avail input on his input goods and services?

ITC is available as the inputs are used to provide the contract service.

It is not covered under works contract?

Even it is covered under works contract service. if the input is used for further supply of works contract, ITC is available. No ITC is used for exempt supplies.

please can you give me a example of construction contract where ITC in not available

If a works contractor purchases goods for providing further supply of works contract service, then ITC is available. If a manufacturing company purchased goods to build factory and capitalise the same, then ITC is not available.
