icai has recently announced that CA IPCC passed will be a graduate and CA final will be post graduate. This is a good or bad decision for who is aspiring to become chartered accountant?

As per me you are making incorrect interpretation.
ICAI request for CA IPCC to be treated equivalent to Graduation and FINAL to Post Graduation
