has any circular been issued which bans articleship transfer

09 December 2008 has our icai issued any institute which prohibits transfer in articleship? If yes, what does it say?

If the icai issues such circular, it shall mean that the MITs shall be given more power(all mit are not like that) to threaten, coerce students in the name of articleship.

when i had emailed BOS a week back abt this, a reply had come "A CA student is EXPECTED TO complete articleship under ONE CA, but can take transer in mutual consent".
