I have cleared 1st Group of pcc in May 2012 and 2nd Group in May 2013.(After converting to IPC) My atricleship has been completed on October 2012. Can I apply for final in November 2013? .. if yes what are the procedures?

Yes, you are eligible for November 2013 final exams. If you not submitted final registration form till now then submit immediately.
login into https:\\icaiexam.icai.org and then fill exam form and submit exam form online and pay exam fee through any debit or credit card.
Note: at the time of filling of examination form your final registration not updated by the ICAI at their date base then your registration will proceed as provisional so don't worry regarding this. But my suggestion is still you not submitted final registration form then submit it immediately after two days of submission fill and submit exam form.

ICAI will consider the date of receipt of the registration form by the ICAI as date of registration, So estimate the time of delivery by the postal after sending of registration form if send through post and considered it as date of registration.
