filing of first ER 1

16 June 2008 I have registred under central excise before 2 months. But no production is started yet. I started purchasing Machineries from this month. When should I file start filing ER 1 ? Is there any penalty for not filing yet?

17 June 2008 as per excise rule when u start Commercial/trial production.first u give the certificate for production start,after that u file ER-1.
