Should all PAN No Holders Efile return compulsorily in spite of their Taxable Income for AY 2008-09 less than 110000/=

It is Compulsory to file returns only when you Cross the 110000 Before any deductions

Also if He is Liable for Tax He has to file. returns..
Also when TDS is been Deducted from him.. instead of getting refund
