wanted to know whether Higher education cess has been introduced in TDS on other than salaries for ex tds on rent, tds on consultancy?

Education Cess & Highear Education Cess applicable to Payment to NRI U/s 195. If payment exceeds Rs.1 Crore than Surcharge is also applicable.
