Can Dealer not Registered with Excise, pass on duty on the basis of Excise Invoice he has received from his Manufacturer?

since, he is not registered under the Excise, he can not pass the duty based on his invoice, However, there is a procedure that he can get it passed directly from the manufacturer. You need to contact your jurisdictional excise officer and obtain the procedural details. Probably the manufacturer must of be aware of the procedure. I suggest you to check once with the manufacturer.
