Conversion to direct entry ipcc

I had registered IPCC in Aug 31,2012 under CPT Route.
I had Passed Group II but Failed in Group I.
I did not apper in Nov 2013 Exam.
I am Graduate Student more than 60% Marks.
Can I Apply For Conversion to Direct Entry IPCC and Start Articleship

Just please further make me clear on following confusion.
Some people says that student who have registered before 31 july 2012 only can go for Conversion Scheme.
Does it True or False???
