CA firm can Complaint about any Articles

Dear All,
Is it Possible That CA firm can Complaint about any Article Assistant on the basis that Form of their Firm is not Submitted to Institute even after getting Signature from Partner and Left that firm and joined the new Firm the signed Form is cancelled and posted now they are like saying we haven't Received Ur Cancelled form so we don't Receive it we will Complain to institute is it Possible they can do on such basis..??
