Is it necessary to circulate addendum to the notice of AGM to all shareholders or uploading the notice in the company's website and intimation to stock exchange will be enough? Can an addendum be issued twice before the said meeting?

As per the Secretarial Standard -2 , Any amendment to the Notice, including the addition of any item of business, can be made provided the Notice of amendment is given to all persons entitled to receive the Notice of the Meeting at least 21 clear days before the Meeting.
According to my view, Just uploading the addendum on website or sending intimation to stock exchange is not enough. Company has to send the addendum to all shareholders either by post or by an email.
