whether effective date has been notified by the CG for the above mentioned sections...

Eventhough sections were incorporated in companies act, in one of the section where the actual rate of cess will be publised in the gazette from time time is given and since the date of introudction of the section there is no official gazette order. Therefore applicability of above sections will not arise.
