Whether cash payment more than 20000 made to corporation towards permit fee for constructing flat is allowable or not

Pls check - Payment made to Government Authorties and there is only Cash Mode prescribed then it is allowbale either it will fall under 40(A)3 but allowable to the extent Rs.20000/ over to this amount total amount shall be disallowed 100%
