agreed, there is no differnce in format of balancesheet, both are have to prepared according to schedule VI.
In case of public limited company, Notes to accounts are wider than private company.
In case of public limited company, Notes to accounts are wider than private company.

In addition to above CARO is compulsory in case of a public limited company whereas u have to check the applicability of CARO in private company and if applicable then only to report.
