PAN Card 2.0 is a comprehensive e-governance upgrade to India's Permanent Account Number system, initiated by the Income Tax Department under the Government of India. The Cabinet Committee on Economic Affairs (CCEA) approved the project on 25 November 2024 with a financial outlay of ₹1,435 crore.
At its core, PAN 2.0 is not just about a new-looking card. It is a technology overhaul of the entire PAN and TAN service infrastructure moving from three separate portals to a single unified platform, introducing paperless processes, and adding an enhanced dynamic QR code to the physical card for instant verification.
The project has been awarded to LTIMindtree Limited as the Managed Service Provider (MSP) for design, development, implementation, and maintenance. The full rollout is expected within 18 months of the award meaning the unified portal is not yet live as of June 2026, though partial services continue on existing portals.

Key Features & QR Code
PAN 2.0 introduces several upgrades over the existing system. Here is what changes:
Enhanced Dynamic QR Code
The new QR code stores the cardholder's name, date of birth, photograph, and PAN number in a dynamic format that reflects the latest data in the database — unlike the static QR code on older cards.
Single Unified Portal
All PAN and TAN services — currently spread across Protean/NSDL, UTIITSL, and the e-Filing portal — will be consolidated into one ITD portal. One login, one place for everything.
Free e-PAN Delivery
e-PAN generation is completely free under PAN 2.0. The digital PAN with QR code is emailed to your registered email ID within 24 hours of request.
Stronger Cybersecurity
PAN 2.0 brings upgraded cybersecurity measures and a secure PAN data vault for entities using PAN-related data — including banks, financial institutions, and government agencies.
Common Business Identifier
PAN is being positioned as a universal business identifier across government systems — simplifying KYC and compliance for companies and individuals alike.
Paperless & Eco-Friendly
The push towards e-PAN reduces dependence on physical documents. All updates, corrections, and reissuance can be done digitally without visiting a physical centre.
About the QR Code on PAN 2.0
A common misconception is that QR codes on PAN cards are new. PAN cards have carried QR codes since 2017–18. What PAN 2.0 introduces is an enhanced dynamic QR code — one that reflects updated information from the live PAN database rather than only the data printed on the card at the time of issue. This means even if your address or name is corrected later, the QR code stays current.
Scanning this QR code through any authorised app or tax portal instantly confirms the cardholder's identity, prevents forgery, and reduces the risk of document tampering.
Who is Eligible for PAN Card 2.0?
All existing PAN card holders are automatically eligible for the PAN 2.0 upgrade. There is no separate eligibility criterion — if you have a PAN, you qualify. New applicants will receive a PAN 2.0 compliant e-PAN by default once the unified portal goes live.
People holding more than one PAN should note that PAN 2.0 uses improved logic to identify and deactivate duplicate PANs. If you hold duplicate PANs, report this proactively to your Jurisdictional Assessing Officer to avoid penalties under the Income Tax Act.
How to Apply / Upgrade to PAN Card 2.0 Online?
Step 1 — Identify your issuing authority
Check the back of your existing PAN card. It will say either Protean eGov Technologies (NSDL) or UTIITSL. This determines which portal you use. Via Protean / NSDL Portal
Visit the official Protean portal
Go to onlineservices.protean-tinpan.com. Under the Services menu, select "Reprint of PAN Card."
Enter PAN details
Input your PAN number, Aadhaar number, and date of birth. Verify using OTP sent to your registered mobile or email.
Choose e-PAN or physical card
Select e-PAN (free, emailed within 24 hours) or physical card (₹50 for domestic delivery).
Complete payment (if physical card)
Pay ₹50 via net banking, debit/credit card, or UPI. Keep the acknowledgement number.
Receive your PAN 2.0 card
e-PAN arrives at your registered email within 24 hours. A physical card is dispatched to your registered address.

For New PAN Applications
If you are applying for a PAN for the first time, use the existing Form 49A (for Indian citizens) or Form 49AA (for foreign nationals) on either the Protean or UTIITSL portal. New PANs issued now will already carry the QR code. Once the unified portal goes live, new applications will move there.

FAQs
Do I need to apply for a new PAN under PAN 2.0?
No. Your existing PAN number is valid and will remain so. PAN 2.0 does not require you to apply for a new PAN. You can optionally request a free upgraded e-PAN with the new QR code.
Is upgrading to PAN Card 2.0 mandatory?
No. Upgrading is completely optional. The Income Tax Department has explicitly confirmed this. Ignore any calls, messages, or links claiming mandatory upgrades — these are scams.
How do I get a PAN 2.0 card with QR code right now?
You can request a QR code reprint through the Protean (NSDL) or UTIITSL portal, depending on who issued your original PAN. The e-PAN is free and arrives at your registered email within 24 hours. A physical card costs ₹50.
Can NRIs apply for PAN Card 2.0?
Yes. NRIs are eligible. However, physical document submission may still be required in some cases via courier. Once the unified portal is fully live, the process is expected to be entirely online. Third-party assistance services are also available for NRIs.
Will my old PAN card become invalid after PAN 2.0?
