Life Certificate for Pensioners 2026: Eligibility, Benefits and Check Who Can Submit?



Every pensioner in India has one small annual obligation that decides whether the pension keeps arriving: the life certificate. Miss it, and the credit simply stops. Submit it, and the pension continues for another twelve months without anyone asking a further question.

For 2026, the process is almost entirely digital, and the single biggest change over the last two years is that most pensioners no longer need a fingerprint scanner at all. A smartphone and a face are enough.

What is a Life Certificate for Pensioners?

A pension is payable only for as long as the pensioner is alive. The pension disbursing authority - usually a bank branch, sometimes a treasury, the CPAO chain, EPFO or a defence pension office - therefore has to satisfy itself once a year that the person on the payment order is still living.

That annual proof is the life certificate, or jeevan pramaan patra. It can be furnished in physical form or, far more commonly now, as a Digital Life Certificate (DLC) generated through the Jeevan Pramaan platform using Aadhaar-based authentication.

A DLC carries a unique Pramaan ID, is stored in a central Life Certificate Repository, and is pulled electronically by the disbursing agency. There is no paper to carry, no queue to stand in, and no acknowledgement slip to lose.

The Short Version: if you draw a pension of any kind from a government or statutory source, you submit a life certificate every year. There is no exemption for age, illness or distance - only alternative channels.

Two points that trip people up every single year:

  1. Validity runs from your submission date, not from a fixed calendar date. A DLC generated on 12 November 2026 is good until 11 November 2027. It is not "valid for FY 2026-27."
  2. The super-senior window is an extra option, not a separate deadline. An 82-year-old pensioner who submits on 20 November is perfectly compliant. October simply exists so the very old are not fighting a month-end rush.

Note for readers: The Department of Pension & Pensioners' Welfare (DoPPW) has run a nationwide DLC campaign every November since 2022. The office memorandum notifying each year's campaign is typically issued a few months in advance. Check the DoPPW website for the 2026 notification before you plan a camp visit.

Eligibility to use the Digital Life Certificate Route

Not every pensioner can use Jeevan Pramaan. You are eligible if:

  • Your Pension Sanctioning Authority is onboarded on the Jeevan Pramaan platform
  • Your Aadhaar is seeded with the pension disbursing agency and linked to a working mobile number
  • You are not re-employed after retirement and, for family pensioners, not remarried - these cases require manual verification because the entitlement itself may have changed

If any of these fail, you fall back to the physical certificate route. That is not a penalty; it is simply a different channel.

What to keep ready before you start?

  • Aadhaar number, with name exactly as it appears in Aadhaar records
  • Mobile number linked to Aadhaar (for OTP)
  • PPO (Pension Payment Order) number
  • Pension account number and bank details
  • Name of the Pension Sanctioning Authority and the Disbursing Authority
  • An Android smartphone (for face authentication) or access to a biometric device

A mismatch in any of these is the single most common cause of rejection. Verify before you authenticate, not after.

Seven Ways to Submit your Life Certificate in 2026

  • Face authentication on your own smartphone. Install the AadhaarFaceRD app and the Jeevan Pramaan Face app from the Play Store. Enter Aadhaar and mobile number, verify the OTP, complete operator authentication, then pensioner authentication. Fill in PPO number, sanctioning and disbursing authority details. Blink when prompted for the face scan. The certificate generates on screen with the Pramaan ID.
  • Biometric device via the Jeevan Pramaan app or PC client. The original 2014 route. Requires a UIDAI-certified fingerprint or iris scanner. Still useful where face authentication fails.
  • Doorstep service by IPPB postmen and Gramin Dak Sevaks. India Post Payments Bank deploys roughly 1.8 lakh postmen and Gramin Dak Sevaks with smartphones and biometric devices, and services pensioners regardless of which bank pays the pension. Call the local post office or IPPB customer care to book a home visit.
  • PSB Alliance doorstep banking. Public sector banks offer doorstep DLC pickup through the PSB Alliance network (psbdsb.in, or the doorstep banking toll-free numbers). Useful for pensioners who are ill or immobile.
  • Bank branch counter. Every pension disbursing branch is required to be equipped to generate a DLC. Branches also accept the physical Form of life certificate.
  • Common Service Centres (CSCs) and post offices. Widely available in smaller towns and rural areas.
  • UMANG app. Jeevan Pramaan is available as a service inside UMANG for pensioners who already use the app.

During the November campaign months, banks, IPPB, the CGDA, Pensioners' Welfare Associations and departmental offices also run dedicated camps in most districts, including home and hospital visits for bedridden pensioners.

How to check whether your certificate was accepted?

Generation is not acceptance. The DLC still has to be fetched and approved by your disbursing agency.

  • You receive an SMS with the Pramaan ID on your registered mobile.
  • Visit jeevanpramaan.gov.in and use the download option with your Pramaan ID.
  • The downloaded certificate displays the current status
  • If the status shows rejection, correct the underlying detail - usually the PPO number, the disbursing authority code, or an Aadhaar-name mismatch - and generate a fresh DLC

Do this within a few days of submission. Discovering a rejection in December is far more painful than discovering it in November.

Benefits of the Digital Life Certificate

  • No physical appearance. The original hardship the scheme was designed to remove: elderly pensioners travelling to a branch, sometimes in another city, once a year.
  • No biometric device needed. Face authentication has become the dominant method precisely because fingerprints of very elderly pensioners are often worn down and fail to read. In FY 2025-26, roughly 1.15 crore of the DLCs generated used face authentication.
  • Doorstep coverage regardless of bank. The IPPB postman network reaches pensioners in areas where no bank branch exists.
  • Instant, trackable acknowledgement. The Pramaan ID replaces a paper receipt that can be lost or disputed.
  • Fraud control on the system side. Aadhaar-linked verification makes it materially harder for a pension to keep flowing after a pensioner has died - which protects the family too, since recovering wrongly credited pension from a deceased pensioner's account is an unpleasant process.
  • Scale that proves it works. Digital life certificate generation has grown steadily across four nationwide campaigns since 2022, crossing 1.9 crore certificates in FY 2025-26, including over 14 lakh from pensioners aged above 80.

What happens if you miss the deadline?

Pension credit is liable to be stopped from December if no life certificate is on record by 30 November.

The important part, and the part most panicked readers get wrong: this is a suspension, not a forfeiture. Once you submit the life certificate, the pension resumes and the withheld amount is released as arrears along with the next payment. Banks generally accept late submissions without a fresh application.

What you should do immediately?

  • Submit through any available channel - branch, CSC, post office, doorstep service or the app
  • Confirm acceptance status online rather than assuming
  • If the pension is still not restored after submission, raise a grievance on CPENGRAMS (pgportal.gov.in/pension), and escalate to the RBI Banking Ombudsman if the bank is the point of failure

Prolonged non-submission - typically beyond three years - moves the case into a different track requiring the disbursing authority to seek fresh sanction, so do not let it drift.

Special rules for EPS-95 pensioners

EPFO's Employees' Pension Scheme 1995 pensioners are treated differently and it is worth stating plainly, because most articles get this wrong:

  • There is no November deadline. An EPS-95 pensioner may submit a life certificate at any time in the year
  • The certificate stays valid for 12 months from the date of submission
  • It can be submitted at the pension disbursing bank, a CSC, IPPB or a post office, through a postman, via the UMANG app, or at the nearest EPFO office
  • EPFO and IPPB run a free doorstep DLC facility for EPS pensioners; a home visit can be requested through IPPB customer care
  • EPFO actively encourages face authentication so pensioners can complete the process at home

Family Pensioners: The Extra Declarations

A family pensioner submits the life certificate like anyone else, but the entitlement itself is conditional. Depending on the category, the disbursing authority may also require:

  • A non-remarriage certificate (for a widow or widower drawing family pension)
  • A non-employment or re-employment declaration, where the pension is subject to an income condition
  • Continued eligibility documentation for dependent children, disabled dependants or dependent parents

These are usually collected along with the annual life certificate. Where remarriage or employment is involved, the digital route is not available and physical verification applies.

NRI and Overseas Pensioners

Pensioners living abroad frequently cannot complete Aadhaar authentication — no Indian mobile number for OTP, faded fingerprints, poor face capture, or simply no help at hand. Travelling to India solely for a life certificate is not required. The available alternatives include:

  1. An authorised agent submitting the certificate on the pensioner's behalf, where the certificate is authenticated by a magistrate, notary, banker or an Indian diplomatic representative
  2. Authentication by a designated bank officer, for pensioners drawing pension through banks covered under the Second Schedule of the RBI Act, 1934, without personal appearance
  3. The Indian Embassy, High Commission or Consulate in the country of residence, where an authorised official issues the life certificate after verifying the PPO, passport photograph or other acceptable document

Overseas pensioners should confirm the exact format their disbursing bank will accept before getting anything notarised abroad.

FAQs

Is the life certificate mandatory every year? 

Yes. There is no permanent or one-time life certificate.

Can a family member submit it on my behalf inside India? 

No. Authentication is personal - the pensioner's own biometric or face is required. What a family member can do is arrange a doorstep visit so the pensioner authenticates from home. Using someone else's biometrics is authentication fraud.

Is the digital life certificate free? 

Generation through the Jeevan Pramaan app or at a bank branch is free. CSCs and some doorstep services levy a small nominal charge.

I submitted in October as an 80-plus pensioner. Do I submit again in November?

No. One submission per year is enough, and it is valid for twelve months from that date.

Can I still submit a physical life certificate? 

Yes. The digital route is strongly encouraged but physical submission at the disbursing branch remains available.

Where do I complain if my pension is stopped despite submission?
