Finance Ministry Reconstitutes Advisory Board Under Narcotic Drugs Law for One Year

The Ministry of Finance, Government of India has reconstituted an Advisory Board under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988 (PITNDPS Act) for a period of one year, according to a notification issued by the Department of Revenue.

The notification, G.S.R. 177(E) dated March 12, 2026, has been issued in exercise of powers under Section 9(a) of the PITNDPS Act . The newly constituted board will come into force from March 23, 2026.

Composition of the Advisory Board

The government has appointed the following members to the board:

  • Anup Jairam Bhambhani - Chairman
  • Anish Dayal - Member
  • Tejas Karia - Member

All three members are serving judges of the Delhi High Court.

Supersession of Earlier Notification

The latest notification supersedes the earlier government notification G.S.R. 157(E) dated February 28, 2025, except for actions already taken under the previous order.

The reconstitution ensures the continuation of the statutory mechanism that reviews preventive detention cases under the PITNDPS law.

Role of the Advisory Board

Under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988, the Advisory Board plays a critical role in reviewing detention orders issued for preventing illicit trafficking of narcotic drugs and psychotropic substances .

The board examines whether there is sufficient cause for preventive detention and provides recommendations to the government regarding the continuation or revocation of such detention orders.

The notification was signed by Kishor Bandyopadhyay, Deputy Secretary (PITNDPS), Department of Revenue.
