The Institute of Chartered Accountants of India (ICAI) and the Institute of Singapore Chartered Accountants (ISCA) have taken a major step towards establishing a Mutual Recognition Agreement (MRA) that could enhance professional mobility and career opportunities for Indian Chartered Accountants in Singapore.
The announcement was made following the formal exchange of letters between the two professional bodies, expressing their intention to work towards a comprehensive framework for the reciprocal recognition of professional qualifications.

Strengthening India-Singapore Professional Ties
The proposed MRA builds on discussions and engagements that have been ongoing since 2023. According to ICAI, the agreement is expected to provide a broader and more structured mechanism for recognising professional qualifications between the two institutes.
If finalised, the MRA could enable Indian Chartered Accountants to gain wider professional recognition in Singapore, making it easier for qualified professionals to pursue career opportunities in one of Asia's leading financial and business hubs. The final benefits, however, will depend on the scope and conditions agreed upon by both institutions.
Building on Existing Recognition Framework
The latest move follows an important milestone achieved in February 2023, when ISCA included the ICAI qualification in its list of Recognised Professional Qualifications. This recognition allowed eligible Indian Chartered Accountants residing in Singapore to apply for ISCA Associate Membership.
A full-fledged Mutual Recognition Agreement would go beyond the existing arrangement by establishing a more comprehensive framework for reciprocal membership recognition and professional collaboration.
ICAI's Expanding Global Footprint
ICAI has steadily expanded its international presence through strategic partnerships with global accounting bodies. The institute currently has:
- Eight Qualification Reciprocity Agreements (QRAs) and Mutual Recognition Agreements (MRAs)
- Sixteen Memoranda of Understanding (MoUs) with overseas professional organizations
- A membership base exceeding 4.67 lakh Chartered Accountants
These initiatives reflect ICAI's broader objective of enhancing global opportunities for Indian accounting professionals and promoting international recognition of the CA qualification.
AI Collaboration Also Under Consideration
Apart from professional recognition, ICAI and ISCA have also agreed to explore cooperation in the rapidly evolving field of Artificial Intelligence (AI).
The two institutes are examining ways to align their AI-related initiatives and support skill development within the accounting profession. The collaboration is expected to focus on areas such as knowledge sharing, training programs, and AI capability enhancement for finance and accounting professionals.
ICAI's AI Initiatives
ICAI has emerged as one of the early adopters of AI-focused learning initiatives within the professional accounting ecosystem. Key achievements include:
- Training over 50,000 Chartered Accountants in AI-related skills
- Developing more than 150 GPT-based tools
- Launching a three-level AICA certification programme
- Signing a strategic MoU with Sarvam AI to strengthen AI adoption and innovation
ISCA's AI Fluency Programme
ISCA has also been actively promoting AI readiness through its AI Fluency Programme, aimed at equipping accounting professionals with practical AI knowledge and skills.
Both institutes are expected to form working-level teams to explore potential areas of collaboration. At present, discussions remain at an exploratory stage, and the detailed structure of the partnership is yet to be finalized.
