since you say that Mr d come back on 1.4.2015 for permanent settlement ..means in assessment year17-18 he was in India for whole year.
so the primary condition is fulfilled us 6(1) but secondary condition not fulfilled so
he is resident but not ordinarily resident for assessment year 17-18
