Is Tds deductible on ocean freight and other handling charges???
what if service tax have been charged on it?

tds is applicable but not on service tax portion as per notification no 1/2014.

TDS required to be deducted u/s 194C on amount excluding Service Tax if threshold limit is crossed.
Rate:
Individual/HUF @1%
Others @2%.
No PAN @20%.
Threshold limit:
Single Bill Rs 30000/-
Annual Total Rs 75000 p.a.

as such TDS is not applicable on ocean freight. however, given that service tax is charged on this bill, it appears you have a direct contract with shipping agent. In this scenario, TDS shall be applicable as Sanjay and Tushar suggested
