07 August 2014 tds is applicable but not on service tax portion as per notification no 1/2014.

07 August 2014 TDS required to be deducted u/s 194C on amount excluding Service Tax if threshold limit is crossed.

Rate:
Individual/HUF @1%
Others @2%.
No PAN @20%.

Threshold limit:

Single Bill Rs 30000/-
Annual Total Rs 75000 p.a.
