Sir, My Assessee received a notice u/s 148 for reassessment on 29/03/2013 for AY 07-08. Is the assessee entitled to ask for a copy of the letter of approval from the joint commissioner which the AO was required to obtain?

In the case of change of name of an existing private limited company, I had filed 1A and got approval on 05/03/2013. I also filed Form23 for spl resolution. Unfortunately I made the mistake of waiting for Form23 approval before filing 1B, therefore the 60days elapsed. My query is:- 1. Should i file a new Form 1A or use the resubmission option with old SRN in MCA21 2. Should I again file Form23
