Is the companies required to obtain from client to check if lower rate of tds to be deducted

Yes those who want to receive money with TDS at lower rate must furnish a certificate obtained from TDS Section of IT department to a person who is responsible for paying to you so as to enable him to deduct TDS at lower rate.
TDS CAN ONLY BE DEDUCTED AT A LOWER RATE IN THE FOLLOWING CASES:
1. Transport operators
2.cash management services
3. charges for warehousing services
4. underwriting service charges

what is asked in query and what is replied ?? kon si kitab mein hai ye 4 cases ?? it's disgusting
