No it is not fully taxaxble,
U/s 10(14)(ii) of Income Tax Act ,Rural Area allowance which is also known as Remote Area Alllowance is exempt from tax upto amount ranging Rs 200 to Rs 1300 per month for different areas as specified in Rule 2BB of Income TAx Rules.
