If any body is set up under the Act of Parliament and is regulated by the Central Govt. Whether the members of that body will be deemed to be Govt. Officers or Not?

no in my view they will not be govt officers .
even if any body is regulated by CG its officers will be govt officers only if they provide services relating to national importance as held in many cases.
