In a historic decision, the Government of India has announced the implementation of the four Labour Codes-the Code on Wages, 2019; the Industrial Relations Code, 2020; the Code on Social Security, 2020; and the Occupational Safety, Health and Working Conditions Code, 2020-effective from November 21, 2025.

The four codes-the Code on Wages, 2019; the Industrial Relations Code, 2020; the Code on Social Security, 2020; and the Occupational Safety, Health and Working Conditions Code, 2020-aim to provide universal social security, ensure minimum wages for all workers, and dramatically simplify compliance for businesses.

This landmark move rationalises 29 existing central labour laws, replacing fragmented, complex, and outdated colonial-era provisions with a simplified, future-ready framework. The goal is a transformational change to ensure better wages, safety, social security, and enhanced welfare for India's workforce, aligning the labour ecosystem with global standards.

The threshold for requiring government approval for layoffs, retrenchment, or closure has been raised for Industrial Establishments from 100 to 300 workers (though this provision remains a point of debate with unions).
