The three main themes were Aspirational India, Economic Development for all ('Sabka Saath, Sabka Vikas, Sabka Vishwas'), and a Caring Society (humane and compassionate, with Antyodaya as an article of faith).

A total of Rs. 2.83 lakh crore was allocated for 16 action points in agriculture, irrigation, and rural development, with Rs. 1.60 lakh crore for agriculture, irrigation & allied activities and Rs. 1.23 lakh crore for rural development & Panchayati Raj.

The budget allocated Rs. 69,000 crore for healthcare, including Rs. 6400 crore for PM Jan Arogya Yojana (PMJAY). It also proposed expanding Jan Aushadhi Kendras and launched the 'TB Harega Desh Jeetega' campaign.

The budget announced an investment of Rs. 100 lakh crore on infrastructure over the next five years, including Rs. 1.7 lakh crore for transport infrastructure in 2020-21, and the development of 100 more airports by 2024.

The budget proposed a scheme for subordinate debt for MSME entrepreneurs, extended the debt restructuring window by RBI, and planned to launch an app-based invoice financing loans product for MSMEs.

The budget proposed policies for private sector data centre parks, linking 100,000 gram panchayats via Bharatnet, and measures to support startups, including a digital platform for IPRs and early-life funding.
