No. You cannot. You have to mention the acknowledgement number on your TDS certificates, and this acknowledgement number can be had only after you file your e-tds returns.

You Cannot issue TDS Certificate without filing TDS Return and the same is INVALID. So issue the TDS Certificate after filing of TDS Return and you have mention the Acknowledgement Number/Receipt Number of ETDS Return on TDS Certificate. Otherwise it's INVALID.
