I have a small business of turnover less than 20 lakhs even less than 15 lakhs. I have the following Queries:-
1) How to Invoice if I am selling goods to another unregistered dealer within same state.?
2) Is there any risk for the goods to be seized on the way?
3) What to do if any local customer ask for a bill?

You can issue bill of supply to your customers or any other UR dealer.
As per the e-way bill rules, in case unregistered dealers under e-way bill are supplying goods to other unregistered dealers, e-way bill is not required to be generated. However, the unregistered supplier has an option to generate the e-way bill under the “Enrolment for Citizen” option on the e-way bill portal.
