In the question paper, its written that the salary scale is 20000-1000-30000.. How to interpret this ?

Initial salary will be Rs.20000 and Rs. 1000 will be added every year till the salary reaches 30000
increment of 1000 every year untill the salary reaches 30000, that means every year salry will increase by 1000 so it will increase upto 10 years because on that year it will reaches to rs.30000
