It is not necessary to make partnership deed. There is not any compliance for mandatory to make partnership deed.
But advisable to make deed which brings many legal benefits and rights.

Yes my doubt is same how you got the GST no. For gst no. pan required and for pan partnership deed required
without pan no gst and without dead no pan
