is it true that reverse charge(rcm) is applicable for notified goods
purchased from unregisterd dealer from 1.02.2019?
if it is so which will come under category of notified goods?

Purchase from URD is not applicable till 30.09.2019.
refer Notification 4/2017 CGST (rate) for notified goods
No ... as of today any Imward supply from URD no RCM is applicable as being deferred to 30/09/2019 by Notification 22/2018 CT (r)
RCM on Goods plz refer Notification 4 & 43 both are of CT rate (Cover under 9(3))
Eg: Cashew nuts, bidi wrapper, tendu leave, silk yarn, raw cotton etc .
Note : In amendment act 2018 (31) , dt. 29.8.2018, goods & Services will be notify by council for inward supply from URD , but till date there is no Notification .
