Is GST Registration Mandatory for Freelancers in India?

Many freelancers are unsure about when GST registration becomes mandatory. Is it based only on annual turnover, or are there other situations where registration is compulsory? For example, what if a freelancer provides services to clients in another state or outside India? I would appreciate insights from professionals and those with practical experience.

Quick Summary
GST registration for freelancers is generally required when annual turnover exceeds the prescribed threshold. It may also be necessary in specific cases such as exports, supplies through certain e-commerce platforms, or other notified transactions. Voluntary registration is also permitted.

Summary: You generally only need to register if your annual turnover exceeds ₹20 lakhs (or ₹10 lakhs in special states), or if you engage in specific activities like exporting services (to claim tax benefits) or falling under the Reverse Charge Mechanism. Many freelancers choose to register voluntarily to claim Input Tax Credit on business expenses.

It depends on your annual turnover and the nature of your clients.

For freelancers providing services to Indian clients:
- GST registration is mandatory if your annual turnover exceeds Rs 20 lakh (Rs 10 lakh for special category states like Manipur, Mizoram, Nagaland, Tripura)
- If you are below these limits, registration is optional

For freelancers working with foreign clients (software, design, consulting, writing):
- Your services qualify as export of services, which is zero-rated under GST
- You must register for GST regardless of turnover if you want to claim a refund of GST paid on your business expenses (ITC)
- Without registration, you pay GST on business expenses but cannot recover it
- Many freelancers earning from abroad voluntarily register even below the threshold, file nil returns for domestic supplies, and claim ITC refunds on their business spend

Additional rule: if you provide services through an e-commerce platform (Fiverr, Upwork, Toptal), GST registration is mandatory regardless of turnover under Section 9(5).

For end-to-end GST registration, return filing, and LUT filing for export of services, Tax Garden's [GST registration service](https://taxgarden.in/gst-registration) covers the full setup.
