Dear all,

I am presently on audit in a small sized company,whose turnover is around say 39crores...Here we are actually on to developing an [b]Accounting Manual [/b]for them..Presently,Area of concern is Payroll system of the company inclusive of both office as well as  factory.I seek suggestion from all the members to develop an effective manual for the company for i wish to be a part of the growth of the ompany..I am desperately in need of valuable advice,in terms of how should i go about it,what areas do i stress on,Tips on writing an effectie write up, how descriptive should be the flowchart..etc...Do let me know if further details need to be provided...kindly revert as soon as possible...

Friend I would like to help you ...... could you provide me with some further details like type of company, product etc and any of your present ideas so that we could work together. (Avoiding any non-disclosure hurdles of course)

Dear sir/madam,

Thank u so much for coming forward to help me in this project..The company is covered under [b]'Original Equipment Manufacturer' [/b]cateogary..They manufacture [b]Four[/b]products,mainly..Extrusions,mouldings,fueltubes and Hoses...They require us to do Role Defining,Codification,Analysis of documentation and Authorization....The immediate area of focus is Exports,Imports,Sales and Excise Bills,Payroll and Cash/Bank...of these presently we are working on Appointment and payroll of both office as well as factory staff and will soon begin  with Cash/Bank......Our role is to thoroughly analyse the system and processes of each functions and Final requirement will be a Manual Based on all these Improvements...its a traditional company which is not very technologically advanced..In case of appointment of the staff there is no manual as such bearing the seal of the company specifying the limit of staff,qualifications etc...Basically, we have to analyse how an ideal system should be both in case of recruiting staff right upto there payment of salary etc. I hence need all,  to advice me as to how should I do my homework so that an effective manual is prepared and is implemented by the company..

Well Ms. Vartika this is a complex project which would require a dedicated effort. You are on the right track to conduct a preliminary study. Its too much for The One to type out here. Check out www.auditnet.org you will find resources there. Also considering the present assignment (I assume its consulting or internal audit) do check internal audit manuals of sister concerns also. Remember one aspect think for the future so that the company does not have to change its policies too much now and again. So factor in the possible influences of influx of technology .... its bound to happen whether they like it or not.

My pleasure...well, i did access the website which u had suggested..but it didnt prove to be much of help...may be the fault might be on my part, i might have missed the particular topic on the basis of which u must have suggeted me that site...kindly throw the light over the particular topic in that site which u feel if we access will be of help......As far as our work is concerned we are through with the flowchart and have started working on the write up...i wanted to send u the flowchart for ur perusal, but little confused as to whether i should do that or no.....as far as write up is concerned we have suggested them that strength of staff should be restricted as per the volume of work....they have no written maual as such of co. policies regarding the staffing requirement, qualifications as such etc...
Kindly let me know ur view...

I suggested auditnet as a general reference. You have to register to download. Further you have to adapt the details to suit your particular situation (But judging from your write ups I see no problems in that area for you  :) ). Also you can get a lot of useful information about internal audit practices and useful links from that site.

Regarding HR Policies , it is of paramount importance in my opinion to have well a written detailed manual which entails interalia policies with respect to recruitment/selection, promotions, VRS, dismissals, lay offs, retrenchments, qualification requirements, code of conduct, appraisal systems with regular updates of the same with regard to industry specific laws. Irrespective of the company's size ... this would help avoid unnecessary hassles later on.

Of course as you know any system of controls is only effective if complied with .........

Earlier may be I wasn't clear with regard to using auditnet as a resource. See ... for eg. one could use an Audit Checklist or Questionnaire to "reverse engineer" what an ideal system should incorporate. Other items change as per legal requirements ..... its deductive logic. I will definitely go through any material you send.
