one of gst holder in f.y. 22-23 itc is filed as ineligible itc 17(5) but now he want to reclaim his itc so is it possible to reclaim itc which is we filed in 17(5)

No... If the ITC noted as ineligible then not available for claim again.
Sec 17(5) is blocked credit.
