Short recovery of tds

Dear Sir,
namaste,
We are Government department. During the CAG audit, it was found that for the financial year 2008-09 tds was recovered short from employees.
can i deduct that short recovered tds relating to fy 2008-09, during the current financial year 2014-15?
please do let me know the relevant rules for future reference.

even if CAG has raised this query, there is no need to recover any tax from any employee unless tax department raises any tax demand for the same.
Also, the tax department also cancels such demand if the employees have paid the remaining tax liability on their own.

you can check your tds return default from www.trace.gov.in for the relevant QTR. year.
if where default show and demand by the deptt.
then pls recover the amount from employee and deposit the same. otherwise intt. on short payment will increase day by day.
