There is no such compulsion regarding use of new Rs symbol. Rupees will be rupees only either you put old or new one. Thing which will matter most is inner content of your paper. Ensure that is correct in all respect.

It is better to quote new rupee symbol

Why create a fuss over a simple matter? Write whatever you wish to write, no marks will either be awarded or deducted for the cause. You will be judged by the content you write after the symbol(new or old) not by the symbol itself.
Its surprising to see such kind of question being asked by a CA Final Student
