GTA under RCM is required to Issue Bill of Supply if RCM on recipient otherwise issue tax invoice is you pay Tax..

As per Section 31 CGST , the registered person is liable raise Tax Invoice .

Agree with Pankaj Sir, registered dealer must issue Tax Invoice, with or without charging GST, as applicable.
