Fill up the Form 109 and get signed with your principal and post to ICAI. They will ask you the reason. Transfer with in the same city or area below 40 Km is not allowed. Only transfer because of parents job is considered on showing the proper proof.
My opinion is ask your principal for secondment of articles...
you should take prior permission from ICAI.
