Tax Invoice in case of Bill to Ship to

Dear Sir/mam
i want to know the proviso5 regarding issuing tax invoice in case of Bill to Ship to , for example- Mr.A is supply goods to mr.C on behalf of Mr.B then in case firstly Mr.A issue taax invoice of bill to ship to Mr.B and send the goods to Mr.c then now question arise that what will be the time liMit to issue invoice by Mr.B to Mr.C because Mr.C is a recipient of goods and Mr.b is supplier of goods for Mr.c. Please tell
